About Afghanistan Rehabilitation and Education Program (AREP):

AREP is an independent non-governmental, non-profit Afghan national organization that was established in 1994 and registered with the Ministry of Economy in 2005. AREP's learning experience as a development organization comes from its working association with communities in different areas of Afghanistan. More importantly, the development and growth of the organization have been through an evolutionary process. Besides AREP is a member of Education International (EI), Agency Coordinating Body for Afghan Relief and Development (ACBAR), Afghan NGOs Coordination Bureau (ANCB) and DUKE OF EDINBURGH’S (The International Award for Young People) AREP is also one of the few Afghan NGOs certified by the Afghan Institute of Civil Society (AICS) in 2018.

AREP is working for women, youths, and children where disability is the top priority among the AREP three targeted groups in three  main  AREP  core  competencies/  technical  expertise,  a):  EDUCATION  (Formal  and  Informal education, b): CAPACITY BUILDING [Vocational Education Skills Trainings, Awareness Initiatives (Civic Education, Human Rights, Anti-Corruptions, Access to Justice, Peace Building & Conflict Resolution)  and  other training for aforementioned target groups]  &  c): COMMUNITY DEVELOPMENT providing them assistance in the multi-cultural program, government and community dialog, peace building and Rehabilitation & Small Infrastructure) throughout Afghanistan.

Program Manager/Implementation Manager Job Description Summary

Our organization is seeking a Program Manager/implementation manager to drive the implementation of new systems. We’re looking for someone who can build relationships with internal and external stakeholders. You will be a strong leader who can influence decision-makers and juggle various priorities at any given time.

Maine tasks of Program Manager (Engineering)

  • Develop and implement a robust framework for project Management, risk assessment, and resource allocation.
  • Plan the activities in order to respect the planning of the proposal and ensure that the program will not face delays.
  • Provide management, guidance, technical oversight and information about developing and submitting proposals / all new and existing projects.
  • Preparing the WASH project life Cycle plan and developing a proposal for it.
  • Lead the engineering management team, providing mentorship and guidance to enhance team performance and professional growth.
  • Define the strategic direction for engineering programs, ensuring they support the AREP’s mission and objectives.
  • Establish key performance indicators (KPIs) to measure program success and drive accountability.
  • Engage with executive leadership and stakeholders to communicate progress, challenges and opportunities in engineering initiatives.
  • Lead and mentor cross-functional engineering teams. Ensuring effective communication and collaboration to achieve project milestones and engineering deliverables.
  • Develop and implement comprehensive program management framework for WASH/Engineering Projects to enhance workflow efficiency and improve projects outcome.
  • Facilitate the identification and mitigation of project risks, proactively addressing challenges to ensure timely delivery of engineering projects.
  • Serve as liaison between engineering teams and executive leadership, providing updates on program status, challenges and opportunities for improvement.
  • Utilize data-driven insights to inform decision-making and optimize program performance.
  • Mentor and guide project Managers and engineering teams in project management methodologies and best practices.
  • Identify the intervention areas in collaboration with the Project Manager, and wash Manager, make an inventory of existing facilities and evaluate the WASH needs.
  • Participate in the writing of donor reports, monthly reports and donor annual reports.
  • Participate in external and Internal coordination meetings with stakeholders, participate in regional WASH Clusters and also work closely with all the stakeholders.

Implementation Main Tasks (Engineering)

  • Serve as a single liaison point between the District, Regional and Kabul Offices with regards to the processes of project development/implementation.
  • Provide direction and oversight to the project manager and Site Engineers in their day-to-day activities.
  •  Keep track of the progress of all regional projects through the various stages of the development and implementation process.
  •  Assist the Project Manager/Site Engineers in their development of implementing grants and other program activities.
  • Support the Project Manager/Site Engineers draft technical activity designs, grant and GDA

Job Requirements

  • Bachelor’s Degree in, Civil Engineering field, Master Degree holder will be given preferred.
  • 10 Years of experience in engineering management or program, leadership roles with international and National NGOs.
  • Deep understanding of software development methodologies and engineering best practices.
  • Experience managing cross-functional teams and aligning diverse stakeholders towards common goals.
  • Strong analytical and problem-solving skills, with ability to navigate complex challenges effectively.
  • Excellent communication and interposal skills, capable of building strong relationships across all level.
